Region V Professional Development Council

FIU Pines Center at the Pembroke Academic Village, 17195 Sheridan Street, Pembroke Pines, FL

September 17, 2003

 

Attendance:  Carrie Mickey, Elsie Rogers, Carol Renick, Delia Garcia, Debra Allen, Valerie Bryan, Roger Pelser, Cynthia Boggs, Darlene Kostrub,  Jennifer Schuster, Douglas Smith, Bobby Gornto, Sandra Carullo, Barbara Alfonso.

 

1.  Welcome by Ms. Carrie Mickey, Chair for Region V Professional Development Combined Councils

 

2.  Welcome and Introduction to FIU Pines Center by Dr. Smith, Professor of Florida International University and Pines Center and Co-Technical Support Institution Director.

 

3.  Welcome by Dr. Valerie C. Bryan, FAU’s Co-Technical Support Institution Director.

 

4.  Review of agenda and discussion about involvement via conference call with DOE representatives if needed.

 

5.  DOE Update provided by Elsie Rogers.

 

 

6.  Reassignment of Council Members. Discussion regarding new composition of Council and slots to be filled in both adult education and career and technical education councils.

 

7.  New Business:  Work needed to be accomplished by the Council as dictated by the new grants:

 

8.  New Business: Discussion regarding training opportunities through the Snap On tools accreditation of programs by 2006. This relates primarily to career and technical educators and possibly adult educators to update the skills needed throughout the state to meet the mandates. Needs a location only.  Will provide trainers and materials.  Needs advertising through the Region via the website and other mechanisms.  Will do some training on customer relations, how to process requests for information and other items that may relate to adult education.

 

Initial training is for Miami Lakes for October 28, 2003. Dr. Bryan will arrange for some marketing.

 

9.  New Business:  Grants submitted for $60k (Adult Education) and $30k(Vocational).  Grants were awarded for $50k and $30k.  Six (6) trainings have to occur between now and June 30th that involves a minimum of 150 adult teachers, basically a minimum of 40 people at every training.

 

Trainer dollars are strictly for teachers, no administrators.

 

Training in various locations throughout the region must come through shared spaces. No funding was provided for rental of space, through the grant that we should not rent any space in terms of providing this training. The training is supposed to be “gifted” or provided by the various counties or the various districts for purposes of these training events.  In some cases the counties and/or districts are having difficulty finding space themselves.

 

All of the travel that has to occur within the Adult Ed grant has all got to occur within the region. Therefore no one now can go to ACE of FL or FL Literacy or anything that is outside of the regions in the 4 county region.  No funds can be provided to teachers to receive training at those various conferences.  It all has to occur within each region.

The trainers are to conduct the training. They’re not supposed to come from outside the region either. No stipends for teachers can be paid-only regional travel. (possible 240 individual travel allocations).

 

10.  New Business:  Discussion of the best methods to disseminate the Best Practice CD-ROM that was created in 2003. Dr. Bryan and Dr. Smith will conduct training at a Florida conference to unveil the CD-ROM created 2002-2003. Dr. Bryan and Dr. Smith will also showcase the CD-ROM for best practices at the international AAACE conference. 

 

At the local level, the suggestion was made to bring in 10 trainers that were selected to serve as experts for the best practices training for training that was to occur in region five.  This showcase of best practices will meet the needs of our teachers throughout the region.

 

11.  New Business:  The online technical training will be web-based to provide mini-training using posttests to determine completion of the tests.  Individuals will be asked to complete forms to assure completion of work. Documentation can be used for inservice points for teachers.  These forums have been available in the past without the form requirement and available for administrators. DOE wants the documentation. . 

 

12.  New Business: Website still has to be maintained for the grant and Region with the calendar, the minutes, updating the resources, bylaws, etc.  No monies were dedicated through the grant to do this.

 

13.  New Business:  Possible topics for us to provide in our trainings and months that could appeal to a wide audience of teachers in multiple locations:

 

 

Council would provide space, provide individuals for set up for registration, and assist in marketing.  Could have four (4) trainings in four different counties on the same day.  TSI’s would help locate and provide speakers or trainers, assist in marketing, assist with registration if needed or coordination of event.

 

 

14.  New Business:  Strategies to ensure best training experiences:

 

15.    Discussion regarding 2nd Council Meeting and/or Best Practices Day. November 20th Professional Development Day suggested.   Decided the next Council Meeting: November 3rd, 4th, 5th is open.  Need to be coordinated with Debra Allen for the Broward meeting.
