The Council was formed to strengthen regional capacity for the purpose of identifying and meeting adult educators' professional development needs. To accomplish this, it established a regional planning system made up of key stake holders including business and community representatives. In addition, the Council works with the Region V Adult Literacy Center, 2003,  meeting the needs of the 1,465,000 adults in Region V functioning at the lowest level of literacy.
